The one mink who seemed to be important back then at Zou was Pedro.
He appeared in silhouette, just like Franky appeared with mask on in his Water 7 debut.
Out of all minks, iirc Pedro is the only one appeared as silhouette.
Then he has mysterious way to surround Luffy without him noticing it even though Luffy has CoO and could sense Caribou in the ship before.
Then he was hyped as only one that can handle Pekoms. Then he came along to WCI.

And Pedro is the only mink that initially apparrently appeared as "antagonost" during his debut. Surrounded Luffy without him noticing it, gave unpleasant stare and left without saying anything.
All minks seem to be friendly since the get go, and Pedro is the only 1 exception.
I thought Pedro was cool, but I never got the vibe that he was a serious candidate…even if Luffy had asked him, he seemed content with how his (already few) remaining years would have played out. Giving him the opportunity to sacrifice himself for the new era was a very fitting and poignant end for his character, something I’m saying in the hopes that Oda doesn’t shit all over it by reintroducing him in this current cover story…
That issue could be solved by Big Mom returning the stolen lifespan to Pedro, with 2 ways: either Big Mom turning good (which already teased several times) or Big Mom got KOed and stolen lifespan coming back to their users.
That can also give character development for Pedro, from someone who constantly thinks about dying because he thinks he is gone soon anyway, to someone who values his life more (his life that has been returned back to him by Luffy).

Apart from "being stronger" what do you think Yamao has better points compared to Pedro?
Even if we talk about good looking appearance (Yamao's strongest point), it is generally agreed that even in that aspect, Pedro's design is still better.
Isawaki’s recent comments on Yamato just confirm what we already knew; that she was a mid season addition to the Wano roster. There’s no indication she was part of the original Wano roster before Wano or was even thought out by Oda at that point. And idk if this is true but Oda also recently saw the Palace of Versailles or whatever its called, so there’s that as well. Does this hinder her from joining? Just as much as it did the first time she was mentioned, not much has changed regarding that.
Idk what Oda is about to do but at this one point I don’t see a rock solid candidate above and beyond everybody else. We could be getting a curve ball with multiple members joining at once. There’s not that much left, so the ramifications of a Momo and Yamato tandem hopping onto to the Sunny in it’s last few trips looks like a curveball Oda could throw. It’s clear Yamato and Momo won’t be apart post Wano.
Carrot on other hand looks about finished if I’m being honest, as someone who has been skimming the chapters for the past several months or so I’ve seen virtually zero panel space being eaten up by Carrot, hardly even see her looming in the background anymore. That in addition to her being MIA for 80% of the arc and fumbling her only chance to shine as a character this arc vs Perospero did her in. As unpredictable as Oda can be, that’s not how you treat a Straw Hat in their recruitment arc. Her case reached its peak in WCI, she hasn’t done anything to top that in Wano at all and with the clock almost up it doesn’t look like there’s enough time or panel space to give her that chance with Nika Joyboy G5 Sun Wukong Luffy and a potential ZKK like scene looming around the corner.
Pedro was never really someone that was suggested with much vigor as a future Strawhat.
From very early Zou people latched on to Carrot and she took up 95% of the discussion as the “Mink Candidate.”
He was really just a bit bland in all honesty. The generic strong ally warrior type of a nation without any quirks or distinguishing factors. Kyros and Kine’mon played that particular role much better. Pre-skip Wyper and Paulie were better than him as well.
Pedro was never really someone that was suggested with much vigor as a future Strawhat.

He was really just a bit bland in all honesty. The generic strong ally warrior type of a nation without any quirks or distinguishing factors. Kyros and Kine’mon played that particular role much better. Pre-skip Wyper and Paulie were better than him as well.
Pedro has quirk: he loves to stay at highest place, which actually fits if his role is a lookout.

What is Jinbe's quirk? Giving the mission a fancy name? Which he only did in FI, and iirc never do again in WCI nor Onigashima.

“Likes to stay up high” isn’t really going to convince me that Pedro was anything other than bland.
I’m not saying every Strawhat needs to be Franky or Brook- Zoro and Jinbei are pretty grounded characters- but Pedro really had nothing special about him at all. His personality is really very like Jinbei’s. But Jinbei then excells himself through his relationships through other characters and the effect that’s had on him- the other Fishmen in his background, Luffy, Ace, Whitebeard, the effect his inaction had on Nami.
Pedro though, Pedro was always just an obvious side character. Oda never really went into depth with him at any time. No real expansion of his relationship with Carrot, Pekoms, Bepo’s brother or Neko. A single page where he met Roger. Jinbei got to be with Luffy at his lowest moment and snap him out of it, Pedro and Luffy never had any big scenes together.
