No she can’t. Hiyori has helped wano for 20 years and she is a great character. But it’s Momo‘s return that started the rebellion, that inspired people to pick up arms, it’s him who united wano against Kaido, it’s Momo who brought Luffy and the strawhats to Wano. He is the rightful air and he is the one Wano believes in.

This thread needs more Grand Fleet discussion especially on break weeks. I have evolved my Grand Fleet theory.
The Strawhat Grand Fleet will grow but would that destroy the Gomu pun of 5600 members? It may grow to 5656 members but that doesn't leave much room to grow in 7 divisions. So to maintain the Gomu pun I propose adding the Hito pun as well since Luffy's powers are a Mythical Human Zoan. Luffy is a Rubber Human. Breaking those terms into Japanese numbers, Gomu Hito, the Strawhat Grand Fleet will have a total of 56110 members.
But 56,110 members is a huge jump. How is it even possible? Well, the division that will likely see the biggest growth would be the biggest division in the 7th division, the Yonta Maria Grand Fleet. The division currently has 4300 members and 56 ships. There are 50 Nita Maria ships, 5 Santa Maria ships, and 1 Yonta Maria ship. I'm proposing adding another ship, Gota Maria, which continues the Japanese number pun. Still working on the problem of how 57 ships would break the Gomu pun. Maybe go up to 110 ships total??? Anyways, the upgrade would add 50,000 members totaling 54,300 members.

I suspect Marco will in fact join the Grand Fleet. However, Marco not being part of the original Child/Follower Sake Ceremony would seem a bit off. There would need to be another ceremony as Marco is too strong to follow any of the current division commanders. Perhaps a special ceremony for the Whitebeard Pirates remnants?!
Which Big Mom Pirates would defect? Pudding, Katakuri, ...? Who else? And Katakuri would definitely need his own division so it would depend on who Katakuri could recruit. Probably Brulee. Maybe Oven and Daifuku.
The already Beast Pirates that defected which are some Gifters is a good start. They could fit the 5th division or 7th division.
I can't see Hancock pledging to Luffy in a Parent-Child nor Child/Follower Sake Ceremony. She only wants the Husband-Wife Sake Ceremony, if that's a thing lol. As Hancock is too strong to be under any division commander, the Kuja Pirates will likely be allies like the Heart Pirates are.

- Why?: Cavendish eats roses. Duval and Wanze had "Plastic Surgery" from Sanji becoming better looking. Kuro is used to being a butler and has a similar scary side to Cavendish.
2nd Division: Barto Club
- Captain: Bartolomeo
- Notable Member(s): Gambia
- Potential Additional Members: Bellamy, Caribou Pirates, Albion, Doughty, Momoo, Moocy, Fake Strawhats
- Why?: Strawhat Pirates biggest fan club. Bartolomeo has a Barrier Bulls move, a nose ring, and a troll agitator so somewhat of a bull theme. Luffy likes Moocy and gives Bartolomeo a mount like Cavendish with Farul. Barto Club respect grandmas. Caribou had a cover story with a grandma. Momoo has history with Strawhats and Caribou Pirates. Caribou Pirates, Albion, and Doughty wanted to join under the Strawhat Pirates. Fake Strawhats are fans. Bellamy bonded with Bartolomeo. Bellamy would be the deepest as his admiration has been transitioning from Doflamingo to Luffy.
3rd Division: Happosui Army
- Captain: Sai
- Notable Members: Chinjao, Boo, Baby 5
- Potential Additional Members:
Coffee Monkeys, Saruyama Alliance, Krieg Pirates, Ooklicia, Acilia - Why?: The point of Sai's arranged marriage was to bring the armies together to form Happosui (8) + Nihosui (2) = Jupposui (10) Army. Boo could be of some use and marry Ooklicia. Is Acilia possibly related to Ooklicia? Sai has a monkey theme so others with a similar theme would fit: Coffee Monkeys and Saruyama Alliance. Krieg looks similar to Sai and both have access to an arsenal but Krieg Pirates may be better suited in the 7th division if they were able to return to having 50 ships and 5000 members.
4th Division: Ideo Pirates
- Captain: Ideo
- Notable Members: Blue Gilly, Jeet, Abdullah
- Potential Additional Members: Kelly Funk, Bobby Funk, Rolling Logan, Damask, Mummy, Meadows, Chessmarimo, Andre, Candre, Brownbeard, Jean Ango, Johnny, Yosaku, Gaimon, Nero from CP9, Senor Pink, Kuween, Foxy Pirates, Yeti Cool Brothers, Satori, Hotori, Kotori, Decalvan Brothers, Splash and Splatta, Jerry from CP6, Baskerville, Hound Pets, Kairiken, Minoruba, Thriller Bark Martial Arts Dancer
- Why?: This division is represented by fighters with martial artist, famous wrestler theme, and partnership. The Funk Brothers bring the fusion factor in the mix. I also think adding bounty hunters here in this division fits. Smallest division so it likely will get more additional notable members compared to the other divisions.
5th Division: Tontatta Pirates
- Captain: Leo
- Notable Members: Bomba, Rampo, Bian, Kabu, Wicca
- Potential Additional Members: Gifters, Pleasures, Senor Pink, Kuween
- Why?: Linked because of the SMILE/SAD process.
6th Division: New Giant Warrior Pirates
- Captain: Hajrudin
- Notable Members: Stansen, Road, Goldberg, Gerd
- Potential Additional Members: Dorry, Brogy, Kashii, Oimo, Raideen, Little Oars Jr., Numbers remnants, Yeti Cool Brothers
- Why?: The New Giant Warrior Pirates may expand the types of giants recruited to be different than the strictly Elbaf members of the old Giant Warrior Pirates.
7th division: Yonta Maria Grand Fleet
- Captain: Orlumbus
- Notable Member(s): Columbus
- Potential Additional Members: Krieg Pirates, Foxy Pirates, Impel Down Escapees, Freed Fishmen Slaves, Frozen Punk Hazard Prisoners, Whole Cake Island Book Prisoners, Gifters, Pleasures
- Why?: The biggest fleet currently with 56 ships. Potential name change from Yonta Maria to Gota Maria which would likely mean much more members. Least likely to have more additional named members.
8th division: New Whitebeard Pirates
- Captain: Weevil
- Notable Member(s): Marco
- Potential Additional Members: Blamenco, Rakuyo, Namur, Blenheim, Curiel, Kingdew, Harata, Atmos, Speed Jiru, Fossa, Squard, Whitey Bay, Little Oars Jr., Izou
- Why?: Weevil seems innocently childlike with daddy issues and wants to be part of a family but his mother is controlling his goals. If Ms. Bakkin's influence is diminished then Luffy can be Weevil's new daddy when Weevil drinks from Son/Follower Sake Cup.
I agree with the idea of Momo joining as an Apprentice, he could learn a lot from the crew especially from Robin and Zoro
Learning Swordsmanship from the future World's Strongest makes sense for the man who wants to rule a country known for its incredible swordsman and Robin teaching Momo about the poneglyphs could lead to something with his family and Wano's involvement in the void century
As for the Grand Fleet i dont think we will get anymore Captains, new members for each ship maybe
That group wasnt made by Luffy it was the group who built a bond in Dressrosa coming together to help Luffy as a group
So I dont think that bond can be replicated so easily aand if it was the group as a whole would need to be present to collectively accept the new captain
Any new captains would be allied Captains like Boa and Law

I doubt the Grand Fleet itself will get more official captains/crews given the narrator stated that the current seven captains will cause a great incident in the future and the crews were specifically those who helped take down Doflamingo. They might get more members to the individual crews, but I highly doubt it's going to be characters who we already know or that many (at most I would think +56 among all the crews to make the 5600 into 5656, keeping the pun).
There's also Usopp's lie of having 8000 followers, but there are so many groups that will likely come help that will definitely push the number over 8000 (unless Usopp gets his own 8000 somehow):

And that's just those who are on friendly terms with the crew, there are other groups that I can definitely see getting pulled into the war, like Buggy's mercenaries, Germa 66, and Big Mom Pirates (though Katakuri and/or Pudding might try to convince/memory-shenanigan other members into helping the Straw Hats).
There are also kingdoms (Sakura/Drum, Alabasta, Fishman, Dressrosa) and Marines (Garp, Fujitora, Koby, X Drake, Smoker and maybe Tashigi) that will probably help too since I imagine the fallout of what's revealed about the Void Century will likely push many to secede from the World Government.
I think learning Poneglyphs from Robin is the only real plot thread left that would be enough to keep Momo with the crew. He already learned from Zoro, and has the Scabbards to teach him Oden's Nitoryu/swordsmanship. But if Hitetsu does turn out to be Momo's grandfather, then he can teach him the Poneglyph language.
