we got to see the portrayal whitebeard got in mf and it was head and shoulders above everyone else in that war ofc based off how strong he was in his prime. there isnt any other confirmation needed because one could care less about the "dominate the world" comment; he was equal to wb in his prime (the strongest) without any df ability; that is the relevant part here .

After Roger was sick Whitebeard was stronger, just look how their fight ended in a draw when the Roger Pirates had Rayleigh and the Whitebeard Pirates only had teen Marco.
And Roger become the Pirate King with a foot on the coffin already.
