Hashirama was clearly the strongest Hokage ever and the strongest kage ever before Naruto.
Hishirama was the founder of konoha etc. And one of the reincarnation of Ashura. (so lame lol).
Before the whole aliens, Kaguya, Uber Madara shit, Hasirama was the clear strongest.
Gon early goal was to find Ging, but he found him middle way of the adventure. So no Ging is no more the end goal. There isn't really an end goal in fact to HxH.

One Piece narrative is really simple : Luffy wants to be PK from day 1, there was only 1 PK in the history and its the guy who started everything in the story. So Luffy goal is reaching Roger.

In a shonen if the MC goal during all the story is to beat one guy, is to accomplish one thing done by one guy, is to be the strongest X or Y then you can bet this guy is the strongest shit in the story. (obviously before aliens, past legends coming in, or every shit the mangaka loves to add in their story).
We are 1000+ chapter into the story and near the end now. We know a lot. And Luffy still yells (lot too much) that he wants to be the PK and to find the One piece.

kaido wants to die, BM wants to create utopia etc. Luffy to be free. etc etc
But all of them wants to be PK.
So in the PK race, whatever their reasons to be in, there are a lot of people. Lots of powerful pirates competing for the throne. Once again whatever their reasons.
While for the WSS race : 2 guys. One master one apprentice. And that's it.
You can't at all compare to finding all blue, being a doctor etc. First it's not strength related. Secondly no one else has a title that represents their goal.
Mihawk is the WSS. There is no World strongest doctor etc.
To be the WSS, Zoro goal, you must defeat someone. Mihawk to be the WSS, likely defeat someone powerful, it was even stated he looked for challenger and opponents. This goal is a conquest, the conquest of others powerful swordmen.

Who said in everything ? Just that story wise the PK is the strongest. To be PK the road is the hardest, it's a manga about Pirate, the MC wants to find the One piece and be the PK, Roger started the whole story, is the most revered character, WB being the strongest and his equal etc etc etc etc etc etc etc etc. There are 1000 reasons why Roger is strongest and obviously stronger than Mihawk.

Roger was at the top, because he had something more. It's a shonen manga. Roger had the greatest will, the straw hat, wrote legend and history like no others in hundreds and hundreds of years, do what everyone thought impossible, discovered the biggest mysteries etc.
Ask you a question who has the greatest will between Roger and Mihawk and you will have your answer. Who left the biggest mark in the world ?
Luffy is not your pure training god, but he will become the strongest.
WB was said to be the strongest yet I never saw you saying he was the highest fighting skills king or the pure training magician.
Mihawk is strong but in a pirate world where the apex is to be the PK, he fells short. Story wise it doesn't make any sense for him to be stronger than Roger.
Only guys that can be stronger than Roger in a traditional Shonen :
- EOS Luffy
- EOS BB
- Im
- JoyBoy
There is a small chance Zoro can do it too but i don't believe it.

I said better haki proficiency and worse at swordsmanship. That you very much can be. Because that's literally Luffy or anyone not skilled in the sword if they decide to pick up a sword in the end.
And no, the DF logic still stands because haki is integral to their fruit usage. Luffy wouldn't have gone to Snakeman without Haki. He can't transform to G5 without Haki. Just like Zoro can't use Enma correctly without Haki.
Haki, however, is not tied to any specific thing lol. Zoro using Conquerors to make fodder faint has absolutely nothing to do with his sword proficiency. It's COMMENSURATE with sword proficiency because it's his fighting style, just like Luffy is able to use conquerors with his devil fruit.
Both are conquerors users for the same reasons: they simply are. This has nothing to do with Luffy's DF power, nor Zoro's skill at the sword.
