Kizaru is the only Admiral so far that has shown concern that the relationship between the CD and the Navy worsens, even there it doesn't feel like he said it out blind loyalty for the WG
Akainu's loyalty goes to the Navy only but they aren't idiots ignoring the power structure of the world and that the CD basically owns the Navy.
During his time as Admiral Sengoku seemed far more loyal to the WG than Akainu.

That's the minimum he should do, he's now the Fleet Admiral he shoulders the entire marines so far the WG have been merely use them as the outside face of the WG.
