It's important to remember that Indies play to their circumstances. In both cases Fuji assisted the Town until it no longer became viable to do so. In both cases, eliminating said Indie wouldn't have helped the outcome for town at all. A certain degree of trust is required, but also that no indie will throw the game to assist town when their win is in front of them. In that respect, it's not betrayal, it's actually following the agreement initially set.
The risk is where you have scum fake claiming indie. In my view at least, that should be the concern, because it provides an opportunity to go through the game without any actual scum hunting, and mitigate things like investigations.
