Law will continue his journey with strawhats. It became to obvious since he said that he wants to know the history and his conversation with Robin. Luffy calling his Nakama in Dressrosa was for a purpose.
Oda might create a plot where Kid and Killer join the strawhats and go to Laugh Tale just like Law.
then in Wano Kid will realize for sure that he has no chance to go to Laugh Tale on his own.
either way Law (and possibly Kid and Killer) would never consider Luffy their captain but for sure they would be able to see him as a friend and ally, till the End of the serie.
