You don’t even understand the fundamentals of the concept of power in One Piece. It is revealed through text throughtout the manga that the attacks of OP characters place an emphasis on control. This is shown in Bon Clay’s fight with Sanji, Zoro’s learning to cut steel, the literal characterization of how Haki works and reiterated when Ryuo was explained. Most OP characters aren’t trying to bust the landmass they are on. The crazy ones that try end up exhibiting the most destructive feats (Enel was island level and he is a weakling, so nice try with your bs).
Even Luffy’s new internal damage abilities place an emphasis on control.
Going back to Chinjao, he was fodderized by G3 Luffy. Sai inherited his power and was said by Chinjao to now have the power to split the Ice Continent, so he also has said power.
Your arguments are pretty dumb. A blast breath from Kaido may not cause flashy explosions, but it vaporizes whatever it touches. Doflamingo’s casual strings are cutting through multiple meteors which could destroy a country easily. His most powerful strings (which should be large country+) were casually destroyed by a Luffy that would get one shotted by a Luffy that existed three powerups ago.
If you want to do scaling, it gets WAY worse with the existence of Energy Steroids. Luffy’s AP would actually be close to, if not, planet level. AP does not equal DC. Attack Potency is not Destructive Capacity.
