The biggest problem Oda had this act was give so much perceived depth to characters and then never explore it or just do it at surface level.

Kaido's past with rocks and the whole joyboy thing? 5 pages. thats the character

Queen's past with Sanji's dad and vegapunk? Lol he has all the germa powers for 1 chapter.

King's extremely rare race and past? Lol who cares they just have wings and create fire and he loves JoyBoy for some reasn.

Jack is just trash, not even an attempt of a backstory.

BMP were literally a gag and Pero didn't even accomplish the only reason he had to be in Onigashima (make Carrot have a character moment)

Yamato past, the devil fruit, her mother. Nope! just Oden.

Zoro's ties with Wano? Lol it was just a legend bro.

Instead, characters that had basic backstories were handled pretty well because no one expected much from them.

Otoko, Tama, Yasuie all had complete arcs that concluded in a satisfactory manner.
