Why the hell Ryokugyu got the permission to go on Wano and Kizaru did not?

Is Kizaru doing something else? Something with Vegapunk?

I think there are two factors

1) timing! Kizaru wanted to go during the revery if I remember correctly
2) he was going to stop two emperors of jining forces
Greenbull is going after a hard fought battle and it looks like he might be more of a spy to find out what strength the samurai have
