This is where the WBPs and the BPs failed IMO. You don't need big numbers to be a competent Yonko crew, you need a selected number of extremely powerful members that are able to coordinate with each other and work together.
Fucking WB had 16 commanders and like 4 or 5 of them were or are actually competent, Kaido had the Tobi Roppo but apart from Page 1 and Ulti they barely worked together like an actual crew.
