Oda has bad powerscaling... he made dofla equal admiral lvl and later made it look like YCs are above dofla... we now know that dofla is above YCs and admirals are on yonko lvl

In my opinion, Oda has already answered that question plainly: that the Marines had won the war; that was what the average person got from that.

I don't think so. They were fighting very powerful opponents while trying not to lose too many resources so as to be able to defend themselves from another potential attack by yonko. If they had wiped out the BB Pirates, WB pirates and Shank's crew (assuming they could), they'd have been left vulnerable and BM or Kaido would have probably destroyed the marines.
