Queen personality is not serious in nature unlike many villains in OP (dude was practically joking while getting negged by Aramaki, lol) but he is no weakling. He has Germa powers and techs which can be compared to VegaPunks' techs. So he is anything but "nothing special".

I personally always saw Doffy being above YC commanders (except for maybe Marco and Beckman). Oda originaly planned for Doffy to be Kaido's commander and if we go by their card naming scheme Joker > King > Queen > Jack.

Monster point Chopper was never portraited as being weak, its literally the opposite

On the other hand, we still have the fact that to start damaging Queen you need Adv.CoA or some other ability that compares to that, otherwise you wont even tickle him

Everyone tanked Doflamingo's string attacks, Sanji literally ate one to his face like it was nothing

Doflamingo's most dangerous ability was "Parasite", thats all
