Ryokugyu's intro was delayed too late to be hype against characters that are already too strong to be used as hypetools. Hell not even Fuji had hypetools in Dressrosa unless we count him caving in thise donquite fodders.

Kizaru had the luxury to bully pre ts supernovas. Put him instead of Ryokugyu or Fuji similar outcome more or less.
