Well, Buggy was evil too, teared Luffy's hat, almost executed Luffy in Loguetown.
Alvida was evil too.
Mr. 3 was enemy too in Little Garden arc, made the Giants ate explosive bomb (iirc) and almost turned Zoro, Vivi, Nami to wax.
Crocodile was the big bad for whole Alabasta Saga.
But Buggy, Mr. 3, Crocodile helped Luffy in Impel Down and Marineford.
Same like Caribou who started as bad guy, tried to kill fake Straw Hats, tried to kidnap Shirahoshi and other mermaids etc.
But later his portrayal has been changed, helping Luffy in Udon, which is coincidentally same like Buggy and his gang, helped Luffy also in prison themed place.
Kinda sounds like Buggy imo, and too much of running gag already for him to be working for Blackbeard, let alone his Tenth Commander.
Compare him to Jesus Burgess in Dressrosa.
He wasn't portrayed as good guy at all in Dressrosa, even until the end he still tried to kill Luffy. He wasn't portrayed as a comedic relief too.

They probably either found it on some islands in NW where people sell stuff , so maybe a Roger pirate eas selling it.
Or perhaps the RP was at one of the islands where Shanks ruled then Kid got there and took it , which means Shanks then moved the RP to some hidden place.
They never went to Zou nor got a RP from WCI

Man actually shinobu df is a good one. if she uses her df perfectly. It will be a perfect counter for GB df. No matter how many vines come up. shinobu has to touch them. Unless it is COA coated one i doubt GB df work on her if she perfectly uses it. In a single moment she can make ground disappear to a vast extent with her df ability. It is a waste that wano has such good dfs but not using them properly at all.
She was like “yaaayy!” at first, then she said she doesn’t want to. Neko & Inu have thought about it, and they have said that Carrot is the best candidate to replace them since she is the most experienced with outer world. If Pedro isn’t dead I’m betting that Pedro will be the next ruler of Mokomo Dukedom.
Carrot being the leader of Mokomo Dukedom is also pretty much Pedro’s will since StrawHats are the ones necessary to bring the Dawn. She doesn’t need to join them to help them bring the dawn. In fact imo it’s a great character development since she needs to learn about responsibilities

The same universe that saw Mihawk as WSS, see him now under Buggy since he joined his organisation.
