Sai as an agent of Root is interesting but the older brother complex, design and toned down personality was a poor attempt to mimic Sasuke—intentionally for the arc he was introduced too. The entire “Sai betrayed us” and “Sainisnt like Sasuke” drama was just awful. And it shows Oda learned his mistake by limiting Sai’s role for the rest of the series.
