The Navy gives the leader of a group the highest bounty because they're the leader. Mihawk having a higher bounty than his leader proves that this was Mihawk pre guild bounty.

Then Buggy would have got higher than Mihawk.

I see people writing here that Mihawk is “a part of a crew”. Buggy is the captain of “a crew”.
Dont you guys know what a “guild” means?! Its not a group, crew or a clan. Its not based on friendship, loyalty and solidarity. It only for benefits. You join if you think you can benefit from it. But there is no such thing as “captain-underling” relations in a guild. Heck even the Strawhats can join the guild if it benefits them. It doesnt mean they are underling or any of the other restrictions.
