Literally not the only exception. As I said, Luffy did not either this arc. And if the argument is that 15 people fought Kaido prior, multiple people fought King and Queen prior as well then.

And I also said, that in the cases that Luffy has a higher bounty than opponents (I.E. Arlong, Croc, Kata), he was credited with more things than defeating said opponents.

Your understanding of how bounties are gained is wrong. The story explains it.

Nope, Jinbei and Sanji are most likely to be equals. I would still say that Sanji has obviously the lead with exoskeleton.

Zoro is far ahead of them. We have Luffy between Zoro and Jinbei/Sanji.

Sanji/Jinbe "wings" able to hold their ground against everyone in the verse.

This is bounty not strength.

Buggy is not stronger than Luffy/Law/Kid.

Shanks is not stronger than Mihawk.

Crocodile is not stronger than Zoro. Jinbei for sure is a counter to him and Sanji is probably stronger now.

Usopp is not stronger than Franky, Brook, Nami, Chopper.

Robin is not stronger than DR Luffy/Law. And the list goes on.

Its not just about powerlevel, look at Buggy, resources and influence also count, Crocodile had one of the biggest bounty huntinf organizations in the world, Moria had an almost immortal army, Boa is the queen of a warrior nation. Sanji is strong but he is just a cook
