Mihawk and Admirals are amongst the most protect characters in the story, Oda cannot allow them to fight anyone fo significance under any circumstances. They have to remain unreachable for their hype to remain, if Mihawk vs Admiral happens, then one of them most be defeated. And that's unacceptable...
