Yeah, I mean it's up in the air how exactly Oda comes up with these numbers. He probably isn't doing such math. Kaido for example, despite having a weaker crew than Shanks, has a bounty 600M higher. So with both crews equated, it might as well had been 800M-1B higher. Though I guess 5B+ is PK territory.

WB being closest to being PK or Raftel has bounty above 5B while Shanks is being an emperor for less than a decades and being the most free man on sea with whom even marines didn't want to get involved and being so free is similar to be a PK (in Luffy's theory) while also haven't showed either his intentions for OP (which did not took a lot time as per manga) or has been leading in any notorious activities against WG or Marines.

While Kaido has benefits of WSC as well as huge army and most importantly being involved in artificial DF business or other notorious business. So 600M more isn't that great.

If I were to take luffy on alone scale. he would fall around 2-2.5 B Bounty cuz Blackbeard himself didn't cross 2.247 although this was His 9 impel down subordinate and two devil fruit bounty.

I really don't think anyone alone can surpass the bounty 4 B. mihawk is himself stuck at 3.6 B as an power horse not due to Influence shit.

Crocodile's high bounty proves that Mihawk's bounty is inflated too, even more inflated for being the ''marine hunter''.

As for the yonkous, the captain's bounty is what inflates the subordinates' bounty, not the other way around.
Luffy has 3 subordinates with 1B+, and his bounty is the same as Kid and Law. So fleets, territories and strong subordinates are not such a determining factor for the yonkou bounty

Yeah which is why as I said, it makes no sense to see their bounties and categorize them as accomplishments etc,.
To me, it just looks like they were given ~1B as a baseline for being Luffy's top fighters with the rest being wordplays and such.
It also makes sense if you look at it from the perspective of the wg, like would they really care about who took out Commanders etc, during a time where two Emperors fell?

It depends on how much of a factor strength plays into bounty because injuring Whitebeard isn't a feat, he has piss poor durability.

You need to be low top tier and up to injure Kaido like that, scar on Kaido is shown as significant event in Manga, does Oden not get a high bounty for that?

But I guess more Haki is propaganda that's why Law and Kidd got bounty for being leaders.
