Coby's fairly young. He's got the highest potential among marines from his generation. It's not fair to expect him to keep up with the MCs. He's been doing great for someone not so relevant.
I like how Mihawk turned Marines into hunted organization, he is basically a true yonko with puppet for a captain. All the unique shit Oda never did with anyone else, only "subordinate" to have higher bounty than captain.
Calm down. I am not saying Mihawk doesn't have a say; he just does care enough to say anything. The idea was Crocodile's, period. You don't need proof to know Mihawk doesn't care about shit like this. Mihawk knows he'll be labeled a Yonko if it weren't for Buggy, so he decided to let him be because it gives him peace.
Oda and his editors are trolling us, pitty I'm too invested in the series so its impossible to drop it given the type of cheap copouts and childish direction the story is going now
