I wouldn't count on that.
Just think for this, would it really make sense to put the 3rd or 2nd strongest OG Shichibukai on par with the 3rd strongest Sweet Commander like that? We see how Crocodile and Hancock got so high recognition after Wano. And we can see how rare awakening actually is. So no, Doffy is clearly not weaker or as strong as Cracker.
