It wasn't his signature weapon. It was one of the random gladiator - outfits he got before entering the tournament. The actual strength clash was equal, with Sabo having some difficulties before ultimately overpowering him with stronger haki

Fighting Sabo for 20 mins is good enough to show all his other stats are good. If he was too slow he would be negged and wouldnt be challenging. And did you not see Sabo flopping at crushing his skull.

He could potentially be....and thats good enough.
