I feel like if BB had Top tier haki it'd ruin his character arc. One of his flaws is that he overly values the power of DF's. The story has been alluding to the fact that he'll be beaten by TT haki for a minute. That's not to say he shouldn't have at least YC1 lvl haki, or even something in between YC1 and Yonko. Just I don't think he'll ever have BM, Kaido, or Shanks level
