But shiryu confirmed said that He was there due to threat he possessed. he was as strong as magallen. who is by no means weak he has his limitations due to diahorrea.
Shiki was kept in lowest level too. due to threat. whereas Crocodile could be said for The influence in underworld he holds.
That's my biggest fear for this arc right now tbh, cause everything else looks great and very promising, obviously only if she really turns them into children and not the other way around.

But while writing this I got an interesting idea. He could go for all out Chibi Luffy and show us G5's real power, like Gomu no Giant Snakeman or stuff, while it's much weaker than it normally would be, but still super powerful. Would be a clever way to tease his full power for his PK fight.
