Oda as an artist can make some perfect references or shitty ones like Kuzan, so who knows what he really means.

But obviously, the freedom fighter thing would be strongest if he's looked at actual revolutionaries
A true freedom fighter:William Wallace.

Japan has one of the largest non-ruling communist parties in the world. I think Oda might've known what he was doing

His shirt is also similar to a style of shirt called a Guayabera, which is popular in Cuba, the Caribbean, and Mexico. They usually have 4 pockets, though. But Dragon's shirt pockets plus the design at the bottom both kind of look like a Guayabera to me. Obama caused a minor scandal when he wore one once.

Oda is a confirmed communist. There is a picture of his desk with a Che Guevara picture somewhere on the wall.

Also don't act like every communist icon were literally the same. At least be glad that Dragon wasn't inspired by Uncle Stalin.
Oh Stalin design would be much better than Che Guevara design.

This is how a true fucking revolutionary should have looked like.
