Correct, but unless Tohru happened to unlock their ultimate by other means, as we already know there must have been a liar amongst the trivia winners, we can assume that Tohru is that liar. Charlie is not confirmed town, but Prof needs to full claim here.

I don't see any good reason for a townie to be locking their votes anywhere. We go as the evidence leads us, and that evidence implicates Prof.
