I think Mihawk>Prime Ray because Mihawk represents EoS Zoro's goal.
Zoro would be what Ray was just by being the rhm of Luffy's ship. However, there's a difference between Zoro and Rayleigh. Zoro has had a life long ambition of becoming the WSS.
Ever since he was a child he has had that drive to sail the seas and become the strongest
He has always had a clear cut goal and drive to achieve his goal and become the strongest one day
He vowed to become so strong and renowned as a swordsman that his name would be famous in heaven itself
Compare that to what we know of Rayleigh. When he and Roger meet Rayleigh is living in a stolen ship, anchored at some unknown place, because his house burned down.
He isn't doing anything like Zoro, who was actively seeking Mihawk and beating people on his way to his goal. He was just chilling somewhere, without a care in the world, and without any hint of any ambition or goal in his life.
To further illustrate this, when Roger tells him this is a meeting of fate and they should turn the world upside down, Ray's first reaction is to tell him to get lost. Basically, Ray just wanted to chill there for as long as he could, without a care in the world.
Which is also further emphasized by the fact that when we meet Ray he is basically doing just what he had done before joining up with Roger. Keeping a low profile on some island, drinking away, gambling, banging chicks, stealing, enjoying life and just waiting for his death. However, upon meeting Luffy, Zoro, and the rest, he has found something to look for, something that would make him wanna live life again fully and see with his own very eyes what will happen.
So basically, if Zoro was just on the PK's ship as the rhm he'd surpass Rayleigh as it is, but he goes a step beyond that and surpasses Mihawk. So Mihawk>prime Ray.

The gains in self-sabotage stat of this fandom are ridiculously high especially when it comes down to Yonkobros vs Admiralbros. If it actually turns out that GB didnt defeat Weevil... Erkan will forget about Mihawk and Buggy for at least a week because he will target someone else.
He's already shown Yonkou are terrified of taking his attacks head on.
Not even Oda can sabotage Zoro in the end, despite many attempts.
I hope Kaku sends Stussy a thank-you-card for saving him from getting decapitated by non-CoC infused slashes.
Brudda what are your thoughts about Ryukogyuu's "Black Blade"? 
I wouldn't be too surprised if he has one, he's an Admiral after all, at the top of the chain when it comes to strength in the OP world, but I also wouldn't be surprised if he didn't have one, cuz it might be reserved specifically for Zoro and Mihawk.
This is truly sad for greenbull.
Let's confirms a few things:
1. Based on all translations including viz it stated that weevil was compared to YOUNG whitbeard not prime white beard. Since weevil would be around the same age that whitebeard was on the rocks crew that literally puts him at yc1 at max since whitebeard was not deemed the strongest man until Yeats after leaving the rocks pirate and actually hitting his prime in power, devil fruit usage, haki, etc.
2. Lucci is ASS. This chick used nothing outside of the scope that lucci couldn't either get or use himself. She used observation haki (he has that), speed (he is supposed to have that in spades), seastone (marines in general including cp0 agents can ask for that), a bite ability (dude has a whole devil fruit, and he still shamelessly lost.
3. Greenbull capturing weevil happen before he hit wano since marco had already left and was already on his way to sphinx Island when greenbull showed up in wano. To add we had scene via panels of the news papers, we have seen via former chapters and anime episodes that weevil the entire time was fighting off fleets and fleets and fleets of marines soldiers. The fact that greenbull was only able to capture one man that was protecting the civilians and his mom from an attack from an admiral and his fleets of marines is ASS for the look of admirals. You could imagine if someone had said it took akainu hundreds of his mem along with himself to captured luffy (without g5) how ASS that would look in representation to akainu? So let's not get carried away. To add nothing said that weevil was defeated and we know that people have been captured by the world government for various other means besides being defeated in battle. So...

Should be enough power to absolutely crush the strawhats imo.
And with Saturn saying everyone’s strength, it would explain why Luffy Zoro and Sanjis bounties feel low because they’re about to get boosted
