Kaido and Bm's crew follow different rank ascencion logic.
Kaido's crew is based on proof of strength while Bm's isn't solely based on that but also on other factors;not to mention her high ranking members are all her own kids.
Kaido lets anyone who joins him the right to challenge the status quo by challenging those above them,so Sasaki and Who's who excited to challenge the all stars doesn't tells us much other than the fact they beleive they are strong enough to fill the Okanban rank.
If those F6 were in Bm's crew,they will still act the same and challenge the sweet commanders.
If Sasaki and who's who back up their statements with feats,coupled with the existence of kaido's son, then the beast pirates will be definitely superior to the Bm pirates overall.

Anyway, its not that complicated. Oda absolutely would hide the strongest member of Kaido's crew for shock value. What doesnt make sense is only using 12 of 13 card values in a suit. The Ace is quite literally the most valuable card. The arc even started with "an Ace" being the center of discussion with the main character.
