No one ever talked about a 8th. That should have been brought up when they were reunited and ready to go. They only didn't left yet because of Bonney.

im wondering if its like this and oda is just not explaining it, but i think its like. they cant be interrupted until the order is complete. so if a vegapunk overrides an authority chip and says stop attacking they'll stop. but if another vegapunk gives them the order to attack again, they already completed the order to stop, and this is a new one, so it cant be interrupted until its over, unless its by a higher authority.

so in this case another vegapunk could have ordered the attack even though a vegapunk first told them to stop.
