He is sitting on a cliff staring down at the arms he had taken off, they appeared like tombstones.
He does this while rubbing his left shoulder.

I still don't see how it would make sense for Shanks to have an actual true interest in the One Piece and do nothing about it until now.
He might know about the 20-year timewindow period for which Roger was too early. But why do nothing in the meantime? He lent his hat to an East Blue kid and then sat on his ass.
If he wanted the OP, he would already have most of the materials/PGs necessary.
His goal has to be different.
Maybe he has no need for the OP. Just wants to help the most worthy person get to it.
