Whatever happen to the hat is another story. Chapter 1 doesn't imply that Shanks will die before that happens. Luffy wasn't even called Mugiwara at time. Only in his first bounty he had that name.

Shanks was at Wano simply promotion Film Red. That's why Oda didn't wanted them to met. Just look what Shanks is doing now he is meeting Kid. He didn't even went after Bartolomeu as he said he would.

if it was over, oda would have given Luffy a higher bounty
luffy still hasn't surpassed shanks in Oda's mind
kaido fight is irrelevant to it
