Manga is clear, evil Germa66 was created from the original Germa, reason many saw them as a myth since it was on a comic both. So suits comes from the original Germa and not viceversa.
This confirma that Judge created the suits before being on the comic books, aka, he never tested and knew if the original power of Sanji should be invisibility.

I don't really understand your argument but honestly there is no room for discussion here. SBS already makes it clear that Judge already knew what power each child should have. The comics are also older than Sanji and the brothers, Vito read them as a child and he is 15 years older than Sanji.

Oda literally said that his power resistance comes from his germa DNA, which till date was a mystery.
