There is pretty much no reason for Sanji to have a higher bounty than Jinbe. Even now Jinbe is more important in the world than Sanji...hence the higher bounty. For Sanji to get a higher bounty...Oda has to repeat the same thing again...give sanji some more feats and let jinbe not do anything. Thats the only way he can justify Sanji having a higher bounty.....though he still doesn't seem to be that important still a background SH.
