It says the Fishman are 10 more strong than a human being ,this unfortunately doesn't mean all Fishman will hit this ceiling.

It is a range ,this is the same with any other creature.
In any group of creatures there will always be some that stand above the rest.

This is the same with the Lunarians.
The seraphim are strong due king specific genes, king is a great specimen.

If it was another Lunarian I doubt the seraphim were as good as we look.

Yeah, it's a tricky situation because he has to hype the Seraphim as the ultimate force of the WG but at the same time King got already defeated twice (Zoro and GB) and he was "just" a YC1, so this invincibility hax must have a weakness or a limit, especially considering that the SH are gonna defeat them soon.
