That's incorrect. Oda said that, while Luffy's CoC knocked out half of the Fishmen, either Shanks' or Rayleigh's CoC would've knocked out all of them. Doesn't mean Shanks' Haki = old Rayleigh's, but that both Shanks' and Rayleigh's would be enough to knock out all of them. He mentioned Rayleigh along with Shanks because they were the greatest references at that point and also similar to each other.

Obviously, prime Shanks' CoC is > old Rayleigh's, arguably even prime Rayleigh's, as Shanks is being portrayed as the new gen Roger. Though obviously, Rayleigh is close to Roger anyways.
Prime Shanks CoC = Prime Rayleigh CoC = Roger CoC > Whitebeards CoC

Rayleighs CoC is just underrated because people hate Zoro but he has been portrayed just as much a CoC God as Shanks and Roger have.
 
Subverting expectations by obliterating Kid by itself is a fantastic writing move.

It’s the fact that Oda did this via Shanks that is the issue, Shanks is just a fanservice character who feels completely disconnected from everyone else because Oda just wants to massage his balls every millisecond. A skilled writer would’ve destroyed Kid and Shanks both at the same time.
Subverting expectations for the sake of subverting expectations is not good writing. Kidd as a character is extremely hollow, we never got an in depth look on Kidd's failures and how devastatig they are to him, and Oda still didn't build Kidd up as a legit threat to Luffy's dream to be Pirate King. He is a useless character that serves 0 purpose, and thus is badly written.
 
This proves that Blackbeard simply isn't at that level yet, still the weakest Yonko and probably by a lot.

Even if you think Law > Kidd, which I do, it's not by a large extent, so Shanks one shotting Kidd and Blackbeard having a legit 1v1 with Law just proves it.
Shanks >= Zoro > Luffy = Blackbeard >>>> Law > Kidd
