What do you mean without Luffy? Shanks can't fight BB with Luffy around. They'd team up and BB would have no chance.

There is a difference between Shanks wiping Kid in 2 pages vs 2 Yonko battling with 10 commanders each.

Blackbeard vs Shanks is not happening in the way you think. And if it is, it will be mostly offscreened with barely any result lol. They obviously have their beef and history, but there is too much for either character to lose to the other.
