The main guy makes rough sketches of panels(like the outline of where the character is and all) and passes them to the Assistants to draw the actual stuff(either over it or using it, probably the latter now that most things are digital now and easier to duplicate). The main guy might help to draw some pages...but it's oda..he should have enough hands...They only actually draw complete stuff for certain panels or magazine covers/anything special.
