I don't rememebr anyone seriously saying that base sanji is yc3. raid suit is another story, he is too broken to still be under guys like cracker or snack. and page1 had 9 days to recover, all guys that luffy defeated recvered in much less time. look at holdem he was back on his feet like 1 hour later or less lol.

What else has she done then to justify that she's viewed as top tier?
That's not the point, the comparision I used was meant to say that even a casual Sanji who came fresh out the time skip, accomplished the same feat, hence one of her best feats is not really impressive to begin with.
Momonga was part of the group that has been paralleld with the lower commanders of Whitebeard and Vista...Even if you want to make a case for Momonga due to Vista, he wasn't even directly paralleld with him, or at least that has not been indicated, they were just randomly paralleld and outside of that not a single vice admiral has done anything noteworthy or received portrayal comparable to high tiers...Hence that would be a pretty weak and vague argument to begin with...

Yes it's very likely that she's at the very least capable of ultilizing the barier technique due to the feats of inferior sisters, though the same does not count for the penetration technique.
As I said, in my initial post, my list is based on what I've perceived recently and I stated the characters I mentioned are rather overrated occaionally than overall.

Sakazuki - Man went head to head with Kuzan for 10 days straight in a fight that was pretty much even, and after getting promoted to fleet Admiral, a lot of folks seem to think he got a power boost out of nowhere.
Not only that but some have him as the end game villain for Luffy despite the fact that he is just a member of an organization ruled by Im ( The fucking king of the world).
Zoro - Nothing against him but he is a victim of the pre - Time skip portrayal where he was portrayed close to Luffy.
Sanji - This is mainly due to Sanji fans who are constantly wanking him and Oda who is always finding new ways to make him look like shit.
Lucci - I love the guy but to assume he grew at the same pace as Luffy is just stupid.
