Yeah, it seems to be Cross Guild similar to Doflamingo bounties at Dressrosa. Koby = God Usopp level of threat.

Yes Teach's crew is divided in 3 groups. No big deal since that's how Yonko's crew are suppose to work. Not sending a single MF alone in a dead pursuit right WB? Usually they are all somewhat like that. Jack was going after Raizo and then Doffy for example while Apoo and Numbers were somewhere else but reunite for Fire Festival. Big Mom's family was also around the world and reunited for Weeding(CAAAAAAAAAKE!).
Hell, even Luffy's crew did that. Half went Wano and other half went WCI.

To me is clear that Kuzan is at Winner Island since he kidnapped Pudding with Van Auger and he is there. But maybe he went on a mission of his own again.
