That is the safe assumption. All Admirals have at least 2 forms of advanced Haki, but Garp is probably an AdCoC specialist. But AdCoC is likely a requirement to become an Admiral, or at least virtual immunity from lesser AdCoC from Ryokugyu has.

For me to be a solid top tier you HAVE TO have COC

To have the drive and motivation to be that strong you are always a COC user

To be an admiral or Top tier pirate in NW, you need CoC , if not have some broken df + top haki

No top tier pirate in NW lacks CoC
Every pirate with CoC > YCs /warlords bar maybe exception like Mihawk, Weevil, Benn & Shiryu who some might have CoC tlk

For better or worst Shiryu vs Garp will cause meltdown. Garp Haki is pk level so shiryu doing even remotely good will be hype.
