Usually Zoro would stop Luffy(as he do in that scene) but as someone who see the states of Wano, the people who suffer in wano, Yasuie who travel together with Zoro, showing his town and how these people suffer from hunger and also the smile shit with Orochi, who can´t hold his emotions back to as Luffy, he knows very good in same way as Luffy how the people suffer because of these trash fodders.
That is a good character building for both Luffy and Zoro, im sure if the fight gonna start they will kick some fodder right in the ass, they are probably right now very angry. About the plan, that was what Law expect and most like want, Luffy and co stall some time while he and the others can make the mission.
Overall it is dumb of Queen and literally making him very bad as character.
The first thing which he should do is directly to alert Kaido and everyone on the castle, he must know Luffy and co didn´t come up alone, second thing is he should stop to send fodders against Luffy and Zoro, at least Luffy easily stop his fodders already in Udon, so what is the point? Or did he send the numbers and everyone on the room including Orochi troup?
I think we should wait for more details.

The Fire Festival is only in its start and there are already tensions between the Calamities and the Flying Six with Kaido's proposition for Sasaki and Who Who to challenge a Calamity and Queen wanting to replace one of the F6. It is the promise of future fights within the Beast Pirates during the raid on Onigashima and the final battle in Wano mainland.
