Exactly which exactly proves my point: HE CAN USE HIS FRUIT ON THE ISLAND WITHOUT CAUSING DESTRUCTION. SO THE ENTIRE POINT OF SAYING THAT HE COULDNT DO SO TO CAPTURE COBY IS CAP.
Unless coby is capable which would add to blackbeard specifically telling pizaro that he (koby) is annoying/hassle. Because to capture him would actually require pizaroo using force/causing destruction. To add what's stopping pizzaro to capture koby without using his fruit and instead using pure hands? This would imply he actually needs to use his fruit

Shiryu wanted them to evacuate when Garp flew in LOL
Only one that seems even nearly capable of taking out Garp is BB but he might be too hurt from fighting Law.
Garp getting some hype could mean his end is near. 
A face-off with Shiryu would be dope.
