More like chosen one stuff. We dont know why such ability exists .

Hate to say it chosen one or special people troupe in shounen is boring and Oda fell victim to it.

I have no idea why katakuri has it even though he has shown no ambition to be king.

Others like Garp, Sengoku choose to follow World govt even though they have King's haki.

Oda has not explored it well rather seem like he decided to add this to make it look nice in his manga . Oda could have wrote this without CoC as well it does bring lot of complicated question which he will never answer.

seems like Oda made all this COC things out of no where when he's beginning to write onepiece, cause it clear it wasn't that plan and distributed accordingly

COC user have a strong will and what has coc has to do with will?? , even non coc users like arlong have strong will, and ability to lead,
oda made coc bs just for hypetool, like a validation on a certain character,

he made al of l this nonsense reasons that they are this and that, a King who stand taller than the other he say?, then why did he made a bitch kid like zoro bow down to his enemy,

Oda was a troll he just put in on every character he likes, weather they have those traits or not, and what's funny is people argue whos should and shouldnt have it.

I wish CoC was only limited to yonkos and admirals . When oda decided to include chinjao , katakuri into it it lost meaning.

I think super ambitious will in some area that counts for Oda, or still the ability to have others fall at your feet (see Hancock) or also to conquer according to Oda's parameters to what.

In general though very high will seems to be present.

Yo Celestial, you were probably correct about lineage factor playing a significant role for CoC. We got Kaido-Yamato and now Garp-Luffy CoC confirmation since your post.
