Based on performance, it is justified to put Garp above Rayleigh. Though I still think the gap isn't big, given Garp himself spoke of Ray in high regard, comparing him to Whitebeard, with us having to keep in mind that Ray retired for decades, not having used his sword in a long time. If Ray was active, the gap may had been even closer, with Ray pushing Garp to extreme diff.

So Ray trained Luffy for 1.5 year, and get rid of that rust, is that mean Ray was stronger vs. BB than compared to his fight vs. Kizaru?

As a matter of facts, Law and Kid's only purpose was to trigger a certain portion of the fandom and to deliver Poneglyphs to, respectively, Blackbeard and Shanks, who are Luffy's TRUE contenders

It's worth pointing that leakers don't always get the full chapter, only part of it for some. (I think Jmena said something like that)
Pew could just have gotten the page where Garp is getting hits on Aokiji
This is why some leakers thought Momo heavily injured GB, cause they only got the double spread where Momo make a huge hole in his body with Boro Breath, not the page after where he is shown to be fine after reforming his body.
