Basically yeah. Her only role is to marry luffy which means we don't really need any more of her until the final war. Otherwise she is no longer needed especially since she is much weaker than yamato

The Navy is one of the 3 Great Powers in One Piece (2 now that the Warlords were abolished) and the single greatest united force, since the Emperors aren’t united.
