The mysterious figure in question and their ship have the legend of Davy Jones written all over it.

The whirlpool sinking is reminiscent of the the concept of Davy Jones locker which refers to the bottom of the sea, where drowned sailors and sunken ships are said to be found.

In some stories, he is the captain of the ghostly ship, the Flying Dutchman, which is said to wander the seas forever, unable to make port and there are other renditions of this .The vibe is similar to the one we got from this chapter, as if this figure always remains in their ship at all times.

Also as the manga seems to be heading towards a more pirate-y direction than ever before, I also wouldn't be surprised if this figure donned the eyepatch which Oda has hinted at before.

I'm sure Oda would want to incorporate a lot of the traditional pirate folklore into the remaining story seeing how little of it is left. Whether it be the legend of Davy Jones (which I think will be brought up again once we explore the origins of Rocks and know more about Hachinosu) , Van Der Decken's ancestors who probably have been sailing the flying dutchman since before the void century or this pitch black ship in question now.

If not a brand new character, the safest assumption should be the remnant of Roger's crew. We have to remember that the last road poneglyph was on FIshman Island and Roger's crew was on good terms with Neptune. Roger might have tasked these guys to had somewhere near lodestar and be on the lookout for potential candidates.

Don't believe a conspicuously big ass giant like Saul would be sailing a ship at all times and making whirlpools for no reason. Neither do I belive this is going to be Dragon.

Not only is their ship nothing close to being of pitch black color , but even if it was Dragon's ship it shoud've been characterized by its big ass Dragon figurehead . Which again for anyone putting two and two together would easily realize its identity and the members riding on it.

I'd also reckon this ship hangs out somewhere around Lodestar and not in Paradise, which has basically been Dragon's base of operations in both instances.

The black ship and whirlpool makes me think its Dragon. Wind creates whirlpool by causing water to move in two different directions. He has been associated with wind.
He having the final Road Poneglyph is one big swerve that'll surprise a lot of people.
It might be one of the least surprising thing which will happen, Oda need to warp things up and linking everything together is needed for that. Dragon is literally the only guy in the current roster that fit the description and he was there at Roger's execution, not only that but he said Luffy and him will meet again:endthis:

First of all, He is "Lurking Legend"
Secondly, Oda confirmed that this New Villain is Strongest Ever (Or at least compared to Characters Introduced so far)
And also said that He is related to WB, who We all know once took Fishmen Island under his Territory
Which explains why their Road Poneglyph ended up with this Legendary Figure

Thirdly, reason WB knows about Land of Gods is cuz He heard it from this guy
This Land was basically World Tree & was Home to a Nation considered "Divine"
Lurking Legend was among them, but just like Enel, He ended up Destroying it

Celestial Dragons are related to Remnants of this Kingdom
While Lunarians are Tribe who wanted to restore this Land of Gods (They are basically God's Throne Angels)
However, Imu & Vander Decken (The First) led to their Destruction as well

Why Vander Decken? Because He is Servant of this Lurking Legend
As Pappug confirmed, Vander Decken met "God" on a Stormy Night, and was Cursed with Eternity
But what truly happened, is that He became his Subordinate & was Promised to be brought back when Poseidon is once again available

-----------------------------------------------------------------------------------

I have so much to share about Him (You can ask anything), but just to give you an idea, Thriller Bark Mirrors this Villain's Group:

This Lurking Legend = Moria
Vander Decken = Absalom
Imu = General Zombie Lola
Willie Gallon = Hogback
Mihawk = General Zombie Ryuma
Shanks = Brook
Blackbeard = Oars
General Zombies = 20 Knights waiting to be Awakened (Double-Layered Eyes)
Surprise Zombies = Logia Devils
Soldier Zombies = Paramecia Devils
Wild Zombies = Zoan Devils
People's Dreams = Shadows
Luffy's Final Form (Powered By Dreams) = Nightmare Luffy
One Piece Project = Sunrise
Bakkin = Perona
Weevil = Kumashi
Morgans = Hildon
Non-Introduced Character = Victoria Cindry
... etc

For those wondering if he fits the legend talk, he was called a legend by Oda alongside xebec, boa, Rayleigh and Mihawk:endthis:

Yes, obviously he has to meet his father. That is why I hope Dragon comes to Egghead in the end. He not coming to save Vegapank will be absurd.

*People might not think like this but I see Egghead arc similar to an amalgamation of Marineford, Impeldown, Sabaody and other arcs. We have an assassination of Vegapank ordered. Luffy is there. Marines and a Gorosei is there. The Seraphims(like Px-0 in Sabaody, Kuma reference. We see Supernovas attacked by different groups. Impel down because Beehive Coby, Marines, BBP shit)*

With the history they have and if he gets the news, He should be there. All these indication of bun scars means the man has to appear in this arc and that too at Egghead( Luffy has been in positions like this by chance often). So, Dragon should appear and abduct Saturn. That is a big W for RA and him

Nah, bro. Before this arc did you ever think Dragon would have it? Nope.

I always did actually because he needed something going on for him since I am pretty sure he will die in his only canon fight:endthis:

Here are the 3 possible location for the last poneglyph according to road to laughtale:
-Elbaf
-Behive
-Vera
Last chapters proved it's not on elbaf nor it's on behive so it's on Vera which is a Rev army territory, in conclusion it's Dragon:endthis:
according to my knowledge, "road to laugh tale" book was not written by Oda, so it's not reliable resource, however the manga clearly says that it's with the man marked by flames, which can't actually be Dragon, because Dragon doesn't have flame mark.

So some editors invented this out of their wazoo yea you re totally right. While I totally agree it was not written by oda, the exclusive info come from Oda they can't just flat out lie:endthis:

Yeah I think I am sold on this theory now. Davy Jones, a new character we have yet to see.

The way the legends in OP speak about him match in a way with his power to create whirlpools according to BBP.

Only missing link is the road poneglyph from fishman island. Do the fishmen there know he took it? Did he steal it from them? Did they make some sort of pact but in that case I feel it would have been mentioned. So maybe he stole it.
