Depends on the use of the word "master".
From what we know, adcoc is simply applying coc as you would coa. Therefore, whatever a character can do with coa, they can do with coc. There is no mastery involved there. The mastery comes from coa.
Luffy had already mastered coa therefore all he needed to do was to get accustomed to coc.
There's no separate skill for using adcoc so using "mastery" is wrong

. LOLGarp's CoC is weak, I would say it is even weaker than Yamato's, look at the difference between Kaidou's CoC release and Garp's CoC release.
