The newspaper title is a strength title, right? If Buggy is a candidate that means that the only CG top tier and actual leader is worthy of the newspaper title.
Now that you mention it, I could see Katakuri joining the Cross Guild. Now that Big Mom is "dead" it's clear that they need some kind of protection from other pirate crews right now. Obviously they wouldn't ally with Blackbeard and probably not Luffy either since only Katakuri has any kind of respect for him. But the Cross Guild is the kind of group who'd be willing to have them and the BM Pirates have no grudges against
I can see Oda going for all 4 emperors racing towards Laughtale. It would be best for them to achieve their dreams their, with Luffy becoming the PK he can then move onto his second dream.
The PK title being a stepping stone doesn't mean that the crews dreams will go past that. Mihawk already said that becoming PK is tougher than taking him down. When the crew all have reached their dreams they'll then together pull the never before done feat of taking the WG down.
Buggy becoming PK will seriously diminish everything the SHs have been working towards to. Oda likes Buggy but not that much
Mihawk likely will be the muscle of Buggy’s crew during the final 4 way vs the One Piece, and he will go down with the rest as the SHs get to laugh tale
I think the same but we honestly can't rule out the possibility of him becoming the PK given how Oda's been operating these days. He's slowly making the PK title irrelevant by giving the main characters different dreams.
