Primebeard ruled in front of the throne and was labelled as the King of the seas, it was Whitebeard's era after Roger's death. He wasn't interested in the One Piece but ruled the era. While Mihawk said it would be too much stress to be engaged in Yonko business. Imagine Primebeard riding on Buggy's clown ship and being distressed at the thought of being peer to the other Yonko.

Oda had a chance to make Kaido hype Shanks over him or have people hype Shanks over kaido as top 1 but nope didn't happen

Instead Kaido says nobody alive can beat him. That includes Shanks

He's never distressed at the thought of other Yonko.
He simply asked Buggy why he should fight FOR Buggy's sakes....

Whitebeard didn't even fight for his "Younger Brother" Oden's sake... he let Oden's kid who was born on his ship suffer.
Why do you expect Mihawk to fight for a literal clown?
